铁路货运安全专业化管理发展探析

A Study on the Strategies to Improve Railway Freight Safety Management

从健全货运安全基本制度、完善货运安全基本方法、强化货运安全过程管理、提升货运安全科技保障、建立货运安全结果考核体系等方面,阐述当前铁路货运安全管理现状,分析铁路货运量增长和货源结构调整、铁路技术装备大量投入、大数据技术运用等影响因素,提出铁路货运安全管理发展对策,即:提高专业化安全意识,完善专业化安全制度,建设专业化人员队伍,加强专业化安全设备保障,实现专业化安全闭环管理与考核,以确保货运系统安全稳定。

To put forward the strategies for improving railway freight safety management, this paper has firstly studied the following influencing factors： the increase of freight volume, the changes of cargo sources, the big investment in technological facilities and the application of big data, which has been based on its summary of safety management in terms of： completing the basic safety regulations and measures, reinforcing process management, upgrading technological protection measures and establishing an result evaluation system. To ensure the freight security and stability, this paper also proposes the strategies, such as enhancing the staff＇s professional safety awareness, completing the professional safety policies, recruiting and training professional personnel, improving the safety equipment and implementing professional closed-loop management and assessment.
