自2003年＂非典＂以后,卫生部新闻发言人制度诞生并逐渐完善。文章回顾并梳理了卫生部新闻发布和新闻发言人制度的发展历程,从四个角度概括卫生部新闻宣传工作的立场和发展目标：从执政基础的高度认识媒体沟通;开展风险沟通,应对媒体挑战;建立发言人制度,增强媒体互动;借力微博新媒体,打造沟通新平台。
