西方国家环境经济政策的实践及启示

The Practice and Enlightenment of the Environmental Economic Policy in Western Countries

随着生态危机不断警示人类、生态文明愈益引起关注，西方发达国家通过实施环境经济政策和相关法律法规来协调经济发展与环境保护之间的关系，在实践过程中积累了很多值得我们学习的经验。中国的环境保护与管理还存在着一定差距，以行政指令为主的管理手段存在着一些问题，环境经济政策的重要地位还没有充分体现。本文对西方国家环境经济政策实践过程中的经验与启示进行综合分析，并结合中国国情提出对策思考。

As mankind is threatened by the ecological crisis, ecological civ-ilization has aroused people＇s attention. The western developed countries coordi- nate the relationship between economic development and environmental protec- tion through implementing the environmental economic policy and the related laws and regulations, thus accumulating abundant practical experience that we should draw upon from. In China, the gap between the environmental protection and management still exists with many problems facing the management method that is characterized by executive order, which fails to give full expression to the importance of environmental economic policies. On the basis of analyzing the experience and enlightenment of practicin policies in western countries, this paper proposes g th the environmental economic e countermeasures according to the actual conditions in China.
