New Think Tanks and University Think Tank

世界上各国现代智库逐步兴起并不断发展,需要对具有代表性的大国智库认真总结。中共中央十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》中提出并强调新型智库建设问题,有着重大现实意义和深远的历史意义。相对于政府智库,高校智库有着独特的优势和功能作用。办好高校智库,应解决好五个重要问题：一是明确功能与目标;二是选择学科与方向;三是规范任务与方法;四是提供报送传播渠道;五是制定科学考核标准。

To tap into the university thin problems： one is to clarify the tank building, which has great practical ca1 significance. The university think tank on comparing to the government think k tank, we should solve five important functions and objectives; the second is to choose disciplines and direction; the third is to standardize tasks and meth- ods; the fourth is to provide communication channels and the last is to devel- op scientific assessment standards.
