济源市创新天保工程森林管护方式的实践与探讨

Practice and Discussion on Forest Management and Protection Mode of Innovation Natural Forest Protection Project in Jiyuan City

阐述了济源市在创新天保工程森林管护方式上的先进做法及所取得的成效,包括进行重点管护期与一般管护期差异化管理、实行管护人员分级管理、完善集中巡护制度、运用林业巡检系统等,这些措施提高了森林管护效果、增加了管护人员待遇、调动了管护人员工作积极性。分析了森林管护中仍然存在的问题,并提出了解决问题的对策,以期为进一步提升森林管护质量提供思路,促进天保工程更好地为社会经济可持续发展服务。

Forest management is the top priority of natural forest protection. This paper studies the advanced practices and achievements of innovation in forest management of natural forest protection in Jiyuan, including the differential management between the key and general periods, the hierarchical management of forest rangers, centralized surveillance system and the use of forestry inspection system. These measures have improved the effectiveness of forest management, increased wages of forest rangers, improved the motivation of forest rangers and so on. Besides, this paper also analyzes the problems in forest management and proposes solutions for better development of forest management. These measures will make contribution to the sustainable development of human society and economics.
