摘要
中共十九大宣布中国特色社会主义进入新时代,决定实施乡村振兴战略,实现农村现代化。治理有效是农村现代化的标志之一,而其实现的主要途径是健全自治、法治、德治相结合的乡村治理体系。新时代要具体做好健全乡村自治法律机制、乡村法治运行机制、乡村道德支撑机制,并形成一个完整的乡村治理体系,即不脱离法治轨道、有社会主义道德支撑的村民自治乡村治理体系。
The 19th CPC National Congress announced that socialism with Chinese characteristics has entered the new times and decided to implement the strategy of rural revitalization and realize rural modernization. Effective governance is one of the symbols of rural modernization, and its way is to perfect combining the governing system of self-government, rule of law and rule by virtue. The complete rural governance system in the new times includes a sound rural self-governance legal mechanism, the sound rural legal operation mechanism, and the sound rural moral support mechanism. The rural governance system in the new times is a village self-governance system that dependent on the rule of law and supported by socialist morality.
