中国经济体制改革历史演进的内生性逻辑与基本经验——以政府与市场的关系为主线

Endogenous Logic and Basic Experience of Historical Evolution of China′s Economic System Reform——Taking government-market relationship as main line

中国经济体制改革的逻辑主线是处理好政府与市场的关系。本文运用历史和逻辑相统一的方法抚脉改革演进历程,改革开放40年来,遵循政府放权扩大市场调节空间、实现政府与市场关系从体制外对立到体制内结合再到体制内融合、构建"双引擎"的逻辑理路,中国经济体制改革逐步展开、不断深化,政府和市场关系日臻协调和完善,社会主义市场经济体制逐步建立和不断完善。总结改革经验与启示,坚持市场化改革方向和更好发挥社会主义政府宏观调控优越性这一中国特色政府与市场内在融合的新型关系,对于进一步全面深化社会主义市场经济体制改革具有重要意义。同时,客观上阻碍政府和市场关系有效发挥作用的思想桎梏和体制机制障碍还未彻底消除,社会主义市场经济体制的最终完善仍需大胆解放思想、继续深化市场化改革、加强理论和实践的双重创新、坚持党的领导。

The logical main line of China＇s economic system reform is to handle governmentmarket relationship. This paper uses the unified method of history and logic to analyze the evolution of China＇s reform. Results show that over the 40 years of reform and openingup in China, following the logical path of the government decentralization to expand the market readjustment space, the governmentmarket relationship from the opposition outside of the system to the combination and integration within the system has been established, and with the development of the ＂double engines＂ concept, China＇s economic system reform has been further developed and deepened, and governmentmarket relationship has been coordinated and improved, and the socialist market economic system has been gradually established and improved. Based on the experiences of the reform and openingup, this paper suggests that adhering to the direction of marketoriented reform and better playing the advantages of the macroregulation of the socialist government which is a new and integrated governmentmarket relationship with Chinese characteristics is of great significance for further deepening the reform of the socialist market economic system. At the same time, we think that the deepseated problems and contradictions faced by the economic system reform have not yet been fundamentally resolved. The further improvement of the socialist market economic system still requires bold emancipation of the mind, further deepening of the marketoriented reform, and strengthening of the dual innovation of theory and practice and uphold the leadership of the CPC.
