改革开放40年中国经济发展与环境质量的关系分析

Analysis and Enlightenment between China′s Economic Development and Environmental Quality in 40 Years of Reform and Opening-Up

改革开放40年来,中国经济迅猛增长,在诸多领域取得了显赫成就。然而,经济高速增长引发生态环境急剧恶化,粗放型的发展方式已经"亮起红灯",经济高质量发展成为新时代人们的强烈诉求。本文通过回顾梳理改革开放以来中国经济发展与环境保护之间的矛盾,发现过度追求经济增长速度、环保意识欠缺、环境治理体系薄弱是造成经济与环境不协调发展的主要原因,借鉴美国、日本、欧盟等发达国家或经济体的环境治理历史,提出实现经济与环境相协调的绿色发展模式是新时期经济高质量发展的必然选择。为此,应通过引导全民形成绿色发展的思维观念、培育经济发展新动能、提升环境治理能力和治理水平等路径构建经济与环境相协调的新型发展模式,推动中国经济转向高质量发展。

Over the past 40 years of reform and openingup, China＇s economy has grown rapidly and achieved remarkable achievements in social and economic fields. However, rapid economic growth has led to sharp deterioration of the ecological environment. The extensive mode of development has ＂raised red flags＂, and highquality economic development has become a strong demand of people in the new era. On the basis of summarizing the contradiction between China＇s economic development and environmental protection since the reform and openingup, this paper analyzes the causes of the uncoordinated development between economy and environment, and considers that the realization of the coordinated green development mode is the inevitable choice for the highquality economic development in the new era. Based on this, this paper puts forward how to construct a new development model that harmonizes economy and environment so as to drive China＇s economy to further develop with high quality.
