突出需求导向 扩大西藏公共服务有效供给——基于拉萨市城区公共服务满意度的调查分析

Highlight Demand Orientation and Expanding the Effective Supply of Public Service in Tibet: Investigation and Analysis on the Satisfaction of Public Service of Urban Area of Lhasa

伴随着我国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾,如何满足人民日益增长的美好生活需要,已成为当前推进基本公共服务均等化的最大挑战。目前,拉萨市城区居民的基本公共服务整体满意度在藏汉民族间不存在显著差异,但在医疗卫生、义务教育、就业和社会保障、公共安全、文化服务等不同领域则存在着类别差异和结构差异,且在各个领域都存在着明显的短板。立足西藏公共服务供给地方政府责任,当前迫切需要建立需求导向的精细化公共服务供给体系,充分发挥市场在公共服务建设中的积极作用,切实强化公共服务人才支撑,不断扩大公共服务有效供给,持续提升公共服务投入效率和发展水平。

With the main contradiction of our society has been transformed into the contradiction between the growing needs of the people and the unbalanced development,how to people＇s lives has become the biggest challenge to promote the equalization present,the Lhasa city residents of the public service demand have minimal satisfy the of basic differences growing needs of public services. At in ethnic groups significant categocy differences and structural differences in different public service as the medical and security services, the health public services,the compulsory education services,the employment security services and the cultural services,and all of these fields areas,such and social have obvious short boards in public services. Based on the local government responsibility of public service in Tibet,we should establish the fine supply system for public services based people as soon as possible. At the same time,we should pay more attention to supply all the market,the support of professional talents,the effective supply of public service. It is essential to improve the efficiency of public services investment and the level of public services development.
