三江源地区民生保障状况调查报告

An Investigation Report on the Guarantee of Livelihood Rights in the San-jiang-yuan Tibetan Area

中国历届政府都高度重视三江源生态保护和当地藏族民生保障和改善工作。自2005年生态保护区项目实施以来,三江源地区先后落实"退牧还草""三江源生态保护综合试验区""中国三江源国家公园"等重大项目工程,生态和居民生产生活环境得到明显改善。但在前期生态保护区建设过程中,由于保护区受自然条件、资金保障及政策法规等因素影响,有重生态保护,轻民生保障的趋势。在对其生存权、受教育权、劳动权、健康权、住房权及出行权的保障及改善举措进行调查的基础上,对其成效、问题与前景进行分析并做一扼要展望。

Chinese governments have attached great importance to the ecological protection of the San-jiang-yuan and the protection and improvement of the livelihood of the local Tibetan people. Since the implementation of the project of ecological reserve in 2005,the San-jiang-yuan Tibetan area has implemented Tui-mu-huan-cao（ Returning pasture Land to Grassland）,San-jiang-yuan Ecological Protection Comprehensive Experimental Zone,China San-jiang-yuan National Park and other major projects. Both the ecological,residents＇ production and living environment have been significantly improved.However,in the process of the construction of the early ecological protection,the reserve has the tendency of attaching importance to ecological protection and neglecting the livelihood guarantee due to natural conditions,financial guarantee and policies and regulations and other factors. Based on the investigation of the protection and improvement measures of its right to subsistence,education,labor,health,housing and travel rights,this paper analyzes its achievements,problems,prospects,and gives a brief overview as well.
