美国公共安全应急响应网络建设与启示——以FirstNet为例

在自然灾害事故频发、突发公共危机事件不断、暴力恐怖主义横行的风险社会,政府公共安全应急响应机制的建设尤为迫切.美国国家电信和信息管理局基于LTE技术,建设具有示范意义的全国性可互操作公共安全专用宽带网络-FirstNet,通过协调各利益相关方,多维联动;通过调配优先接入权,建立专用移动宽带网络;通过创新移动网络应用,提高危机情境意识;利用社会化媒体,加强互联互通,确保公共安全应急响应人员现场应急处置和移动办公业务需求.其建设对我国应急管理网络系统的完善具有一定的启示意义.

In the risk society with high frequency of natural disasters accidents,public risk emergencies,and vident terrorist incidents, the construction of government public safety emergency response mechanism is particularly urgent. Based on LTE technology, the national telecommunication and information administration of the United State constructs a national interoperable public security private broadband network, called “FirstNet” for short, which has demonstrative significance in the world. The public safety emergency response network ensures public safety emergency response personnel s business needs of on-site emergency disposal and mobile officing by coordinating the interests of the relevant parties to achieve multi-dimensional linkage, deploying the priority access to establish private mobile broadband network, innovating the application of mobile network to improve the crisis situational awareness, using social media to strengthen interconnection and interworking. The construction of FirstNet has a certain enlightenment of Chinese emergency management network system.
