哈尔滨市水生态文明城市建设实践与思考

为进一步强化哈尔滨市水生态文明城市建设,对哈尔滨市建设水生态文明城市试点三年(2014—2016年)的工作、成效和存在的问题进行了梳理与总结。哈尔滨市通过开展水资源管理、节水、防洪排涝、水环境改善、水生态修复、水文化及水景观提升等六大体系建设,在生态、社会和经济方面取得了显示成效。试点期间开展了多项具有哈尔滨特色的工作,积累了宝贵的经验,可为东北地区乃至全国开展水生态文明城市建设提供借鉴和启示。

This essay reviewed and summarized the work, effects and existing problems of the water ecological civilization city construction in Harbin in 3 years （2014-2016）, which further strengthen the construction. Through six major systems, i.e. water resources management, water conservation, flood control and drainage, water environment improvement, water ecological restoration, water culture and water landscape upgrading, Harbin has achieved remarkable results in the ecological, social and economic aspects. During the pilot period, a few work with Harbin characteristics has been carried out and valuable experience has been accumulated, which can be used for reference and inspiration for water ecological civilization construction in the Northeast, and even the whole country.
