The wide application of new media information technology promotes the change of environment and mode of remote open education teaching and learning. As a new university that realizes online teaching by using cloud approach, the nature separated from time and space determines that "teaching and learning" in the complete online environment has become a matter of course as well as a necessity for remote education in the information age. Understanding the features and needs of online learners, providing learners with appropriate learning resources and personalized learning support services based on learners' needs, are effective ways to promote the quality improvement of remote open education.
