新形势下对铁路局企业标准体系的几点思考

Reflections on Enterprise Standard System of Railway Administration under New Situations

企业标准体系是企业战略性决策的结果,是企业顶层设计文件之一,指导着企业标准的制修订、应用和管理。阐述在标准化工作改革的大背景下,铁路局标准化工作面临的新形势,分析企业标准体系存在的问题。在此基础上,提出基于运输服务业特点的铁路局企业标准体系构建、运行、评价、改进的对策措施,为促进并推动铁路局建立标准化良好行为规范提供参考。

The enterprise standard system is the outcome of strategic decisions made by an enterprise. It is one of the top-level design documents, guiding the development, revision, application and management of enterprise stan~ dards. In the overall text of standardization reforms, the Article specifies the current new situations for the standard- ization work of the Railway Administration. It also analyzes the problems in the enterprise standard system. Based on this, the Article proposes the countermeasures for constructing, operating, evaluating and improving the Railway Administration＇s enterprise standard system in view of the characteristics of the transport service industry, thus pro- viding references for the Railway Administration to establish standard and good code of conduct.
