摘要
改革开放以来,我国基础教育信息化取得重大成就,走出了一条具有中国特色的快速发展道路。协同推进体制机制、试点为先的稳妥推进策略、自上而下的政策演进方式、以"育人"为核心的多元目标取向、"公平+质量"的双促进发展策略和以工程项目为重点突破手段等都凸显了"中国特色"。为进一步促进新时期我国基础教育信息化的持续快速发展,要树立和坚持立足现实、面向未来的新发展理念,将教育教学质量的提升放在突出位置,以构建适应信息社会发展需要的新的教育形态为目标指向;要加强对协作推进的监督和激励,丰富协同方式和途径,完善政策体系以促进多方参与的协同推进体制机制的不断完善。
Since reform and opening up,basic education informatization in China has made great achievements,and has embarked on a rapid development path with Chinese characteristics.The "Chinese characteristics"are highlighted by the synergetic promotion of system and mechanism,the steady promotion strategy of pilot-oriented,the top-down policy evolution mode,the multi-objective orientation of "educating people",the dual promotion strategy of "equity + quality"and implementing project as the breakthrough means.In order to promote sustainable and rapid development of basic education informatization in the new era,we should not only establish and adhere to the new development concept based on reality and facing the future,but also put the improvement of educational quality in a prominent position,and aim at building a new educational system to meet the needs of the information society.Meanwhile,we should also strengthen supervision and encouragement for cooperation,enrich the ways and means of collaboration,and improve the policy system to promote the collaborative promotion mechanism of multi-participation.
