社会治理视角下西北深度贫困地区脱贫攻坚研究——以临夏回族自治州为例

Poverty Alleviation of Deep Poverty Areas in Northwest China from Social Governance View——A Case Study of Linxia Hui Autonomous Region

深度贫困地区致贫的原因很多,但主要是社会治理方面的。西北深度贫困地区地理条件较差、基础设施落后、留守人口弱势、社会分化加剧、民族文化多元、现代社会组织缺乏、政府社会管理落后,从社会治理视角研究西北深度贫困地区脱贫攻坚问题,因而具有合理性。在明确社会治理概念的基础上,以习近平社会治理思想为指导,围绕深度贫困地区脱贫目标,结合西北深度贫困的社会治理因素,构建以制度建设和体系建设为主要内容的研究框架。通过以甘肃临夏州为个案分析现状和存在的问题,提出以"系统性"为着眼点加强脱贫攻坚制度建设,以发展需求为重点完善基本公共服务体系,以安全发展理念健全社会治安防控体系,以公平正义原则加强社会心理服务体系,以公共性为基础加强社区治理体系,以多样化为目标加强社会组织建设,确保西北深度贫困地区脱真贫、真脱贫。

There are many reasons for poverty in poor areas,but the main reason is social governance.In northwest China,the poverty areas are characterized by geographical conditions, backward infrastructure,left population,intensified social differentiation,diversified ethnic cultures,religious organizations,the shortage of modern social organizations,and social management.From social governance perspective,the study on poverty alleviation of poverty areas in northwest China has its advantages.On the basis of defining the concept of social governance,taking president Xi Jinping＇s thought on social governance as the guidance,focusing on the goal of poverty alleviation in poverty areas and combining the social governance factors of poverty in northwest China,a research framework on institutional and systemic construction is constructed.Through a case analysis of the status quo and existing problems of Linxia Hui autonomous region in Gansu,this paper put forward ＂systemic＂as the starting point to strengthen the construction of system,with emphasis on the development needs for improving the basic public service system,to strengthen the social psychological service system according to the justice principle,to strengthen community governance system aiming at diversification,to strengthen the construction of social organizations,and to ensure the poverty alleviation.
