摘要
辅警是指由政府出资,公安机关统一招录并与其建立劳动关系,在公安机关及其人民警察的指挥监督下从事警务辅助工作的人员。然而,随着辅警队伍的建设和发展,这种警务辅助力量在管理中出现了很多问题。辅警管理存在辅警人员基本素质与服务质量的矛盾、辅警人员待遇保障与工作强度的矛盾以及辅警人员现有激励机制和职业发展的矛盾。在对相关矛盾的分析基础上,建议通过落实专项经费保障、严把用人关,加强职业培训以及设立相应职业发展机制来逐渐使公安辅警队伍管理得更好。
Auxiliary police refers to the personnel who are paid by governments, recruited with formal labor contract by public security organs, and assist policing work under the command and supervision of public security organs and police officers. However. in the construction and development of auxiliary police force, various management problems come up and such contradictions exist between the basic quality of auxiliary police and their service level, the guarantee for their treatment and the work intensity, as well as the existing incentive mechanisms and their career development. Based on the analyses on the these contradictions, we suggest to tighten the management of the country's auxiliary police force by implementing special fired guarantees, being strict with the employment of auxiliary police, improving auxiliary police training and establishing corresponding career development mechanisms.
