Combating Terrorist Attacks on Railways:From the Perspective of System Theory

系统论作为一种方法论,强调构成要素之间普遍而有序的联系。在铁路防范暴恐袭击的过程中引入系统论,能够提高铁路安防认识程度和暴恐防范水平。从反恐怖主义法的视角来看,铁路防范暴恐袭击系统存在依据系统和操作系统两个子系统。铁路防范暴恐袭击系统的依据系统以反恐怖主义法为核心,其他相关法律规范是其组成部分。铁路防范暴恐袭击系统的操作系统则分三个层次,它们保证了铁路防范暴恐袭击目标的顺利实现。

System theory, as a methodology, emphasizes the universal and orderly conneetion between constituent e, lements. The introduction of system theory to the combat against terrorist attacks on railways can improve the awareness of railway security and the level of combating ten＇orist attacks. From the perspective of the anti-terrorism law, there are two subsystems in the system of combating terrorist attacks on railways： basis system and operating system. With the anti-terrorism law as the core, the basis system is eomposed of other relevant regulations. The operating system is comprised of three levels, each of which ensures the realization of the goal of combating terrorist attacks on railways.
