非接触性犯罪的地缘性特点及应对策略研究

Research on the Geopolitical Characteristics of Non-contact Crimes and Countermeasures

信息技术在改变人们日常生活的同时,利用信息技术实施犯罪的现象也愈演愈烈,并呈现出不与受害人接触的情况下实施犯罪的特点,这种非接触性犯罪已成为一种高发性和常发性的犯罪现象。与传统的接触性犯罪相类似,非接触性犯罪也表现出一定的地缘性特点,研究非接触性犯罪的地缘性特点,可以进一步强化控制、打击和预防犯罪的力度。因此,在总结非接触性犯罪的地缘性特点基础之上,通过深入剖析该特点的形成原因,提出树立综合治理的理念、探索建立"链条式"区域打击新机制、开展情景犯罪预防和提高跨境执法合作水平这四项侦查对策,以期有效遏制此类犯罪。

While information technology is changing people＇s daily life, using information technology to commit crimes have been intensifying, showing the characteristics of committing crimes without contact with victims. Similar to traditional contact crimes, these non-contact crimes, a criminal phenomenon at high prevalence rate, have also shown certain get,graphical characteristies. To study the geographical characteristics of non-contact crimes can further strengthen the measures to control, combat, and prevent these crimes. Therefore, on the basis of summing up the geopolitical charaeteristics of nnn-eontaet crimes and making in-depth analyses of the its formation, it is proposed to take four investigation counlermeasures for effectively curbing the spread and development of such crimes： building up the concept of comprehensive governance; exploring the establishment of a ＂chain-style＂ regional combat mechanisms; cartwing out scenario crime prevention and improving cross-border law enforcement cooperation.
