随着突发事件发生的频率和种类越来越宽泛,涉及到的救援力量也在慢慢正发生着改变,应急志愿者在应急救援工作中发挥着越来越重要的作用,以政府专业救援队和军队为主要救援力量转变为专业救援队和应急志愿者组织救援力量的联合,弥补了专业救援队的一些不足,给救援力量注入了新的活力并取得了很好的成效。应急志愿者组织如何组建、科学化管理成为困扰应急志愿者组织长效发展的现实问题。从理论追踪和实践探索维度,提出了我国应急志愿者组织常规管理机制框架,包括应急志愿者组织招募机制、培训机制、绩效考核机制、奖惩机制及认证机制等条款。研究表明,构建我国应急志愿者组织常规管理机制框架有助于完善应急志愿者管理理论体系,也为应急志愿服务事业长远发展提供重要保障。
