长江经济带生态优先绿色发展的若干问题分析

On Several Issues of Green Development under Ecological Carrying Capacity in Yangtze River Economic Belt

基于"胡焕庸线"的生态承载力内涵,本文测度分析了长江经济带47个主要城市的生态承载力,并根据生态环境质量合意指标与实际指标之比较,分析了各城市的合理发展取向,得出:长江经济带主要城市的基本态势是,多数城市处于生态环境质量"良好"的边缘,多数城市"宜维持当前规模"。基于博弈分析,本文还讨论了长江经济带生态功能区生态保护的责任分担与生态补偿的理论机理,得出:某一生态功能区的保护责任应基于"生态价值分享指数",由所在城市、相邻周边城市、递延周边城市分担。

The ecological carrying capacity of 47 major cities in Yangtze River Economic Belt is measured based on the meaning of ecological carrying capacity of Hu＇s line.And the desirable development orientation of each city is analyzed according to the comparison between the desirable ecological quality indicators and the actual indicators.It is concluded that most cities are on the critical level of＂acceptable＂ecological quality,and the desirable development orientation of most cities are ＂to maintain the current scale＂.Based on the game analysis,the theoretical mechanism of ecological responsibility sharing and ecological compensation in the ecological areas of Yangtze River Economic Belt is discussed with the conclusion that the protection responsibility of an ecological area should be shared by the city,the neighboring cities and the adjacent cities based on the＂ecological sharing index＂.
