创新价值链视角下区域海洋科技创新效率比较研究 被引量:18

A Comparative Study on the Innovation Efficiency of Regional Marine Science and Technology in China from the Perspective of Innovation Value Chain

摘要 基于创新价值链理论将海洋科技创新过程分为创新研发阶段和成果转化阶段,运用两阶段DEA模型对中国2006—2014年11个沿海地区的海洋科技创新效率进行测度。结果表明,在全国层面上,海洋科技成果转化效率远高于创新研发效率,较低水平的创新研发效率导致海洋科技创新综合效率总体水平不高;海洋科技创新研发效率和综合效率整体呈上升趋势,海洋科技成果转化效率则整体呈下降趋势。在区域层面上,海洋科技创新综合效率及分阶段效率的地区差异明显,且分阶段效率协调程度差。 Based on the theory of innovation value chain, this paper divides the innovation process of marine science and technology into two stages, the innovative R&D stage and the commercialization stage. The two-stage DEA model is used to measure the innovation efficiency of marine science and technology inthe 11 coastal regions of China from 2006 to 2014. The results show thatthecommercialization efficiencyis much higher than the innovativeR&D efficiency, and the overall innovationefficiency of marine science and technology is not high becauseof the low R&D efficiency. The innovative R&Defficiency of marine science and technology has shown an upward trend, while thecommercializationefficiency has declined slightly. At the regional level, there are significant differences in both the two stage and overall innovation efficiencyof marine science and technology, and the degree of efficiencycoordination in each stage is low.
