Pathways to the Construction of Henan Pilot Free Trade Zone Based on the Belt and Road Initiative

"一带一路"倡议与中国自贸区战略均属于我国新一轮对外开放的创新举措。"一带一路"倡议为自贸区建设提供战略指导,而自贸区的布局与建设则是"一带一路"沿线国家合作重点的务实推进。河南省自贸区立足于区域优势、资源优势、产业优势等,主要从制度创新、交通、贸易等方面支撑"一带一路"合作重点。河南省自贸区应以构筑制度创新体系为核心,全力打造现代综合立体交通枢纽,全方位建设高水平高标准自由贸易园区,建设跨境投融资创新体系,拓展文化旅游、会展、教育合作、休闲业等产业,以"一带一路"倡议为契机实现河南经济贸易的国际化发展。

Both the Belt and Road Initiative and Pilot Free Trade Zone strategy are innovative ways of the open-door policies in the new era of China. The Belt and Road Initiative is the strategic guidance of Pilot Free Trade Zones construction which in turn serves to practically promote the Belt and Road Initiative in terms of its key cooperative fields. Based on its advantages in location, resources and industries, Henan Pilot Free Trade Zone supports the cooperation in key fields from the aspects institutional innovation, transportation and trade. In the future, to make full use of the chances offered by the Belt and Road Initiative, and ensure its international development, it is suggested that Henan Pilot Free Trade Zone should focus on the construct the institutional innovation system, exert to build modern, integrated, three-dimensional transportation hub, develop high standard Pilot Free Trade Zone and new financial innovation system, and promote cultural tourism, hold conferences and exhibitions, seek educational cooperation, develop recreational industries.
