This paper summarized the background of the marine main functional area planning of Shandong province, introduced the general situation of the sea area, analyzed some problems in the marine development,explained the procedures and methods of planning the marine main function area, discussed some technical issues that exited in the process of delineation of the main function al areas,with a view to provide scientific basis for marine development and management in Shan.
