2014年国际油价断崖式下跌后,委内瑞拉政治经济危机深陷恶性循环,油气行业也面临严峻挑战,原油及成品油产量和出口量大幅下滑,炼化产能动用率严重不足,部分国际石油公司和油服企业撤出或暂停业务。但委内瑞拉作为全球第一大石油储量国和排名前15位的原油生产大国,资源量和市场地位不容忽视,仍有多个国际石油巨头维持在委内瑞拉运营,保持战略关注。中国石油企业在委内瑞拉的业务面临严峻的经济、政治、安全及法律风险,但也迎来获取优质高效项目的历史机遇。

Since the dramatic fall of oil price in 2014, Venezuela has been caught deeply in vicious circle of political and economic crisis. Venezuela＇s petroleum industry also confronts with such serious challenges as dramatic drop of production and export of crude oil and petroleum products, severe insufficient utility rate of refining production capacity, withdrawal or suspension of business of some international oil companies and oil service companies. However, owning the world largest oil reserves and the top 15 crude oil production, Venezuela has significant influence on word oil market. Many oil majors still run businesses in Venezuela and keep strategic focus. In that current situation, China＇s oil companies are confronted with serious economic, political, security and legal risks but meet the historical opportunities of acquiring high quality projects.
