摘要
提高公务员的素质和能力,对于推进国家治理现代化具有重要作用,而公务员培训是提高公务员素质和能力的重要手段。本文采用文本内容分析方法,运用QSR Nvivo 11文本挖掘软件,以重庆市公务员局官网公开发布的46份关于公务员培训工作的相关文件作为分析对象,构建培训主体、培训类别、培训形式和培训结果四大分析模块,通过对重庆市公务员培训采取文本内容分析方法从而获得探索性结论。研究结果表明,在公务员培训过程中,能力导向的培训理念已经形成,但仍然存在基层政府重视程度不够、初任培训实施力度不大、培训机构市场化不理想、培训结果缺乏考核等问题。对此,相关部门必须给予高度重视并对培训中存在的问题予以解决。
The improvement of the quality and ability of civil servants plays an important role in promoting the realization of modernization of state governance.As an important means to improve the quality and ability of civil servants,civil servant training must be given high priority.This paper uses text content analysis method,using QSR Nvivo 11 text mining software,and 46 relevant documents about civil servant training work published by the official website of Chongqing Municipal Civil Service Bureau as the analysis object,constructing training subjects, training categories,training forms and training results,etc.The four major analysis modules obtained exploratory conclusions through textual analysis of civil servant training in Chongqing.The research shows that the Chinese government has formed a capacity-oriented training concept in the practice of civil servant training,but there are still insufficient attention from the grassroots government,insufficient implementation of the initial training,unsatisfactory marketization of training institutions,and lack of training results.
