基于熵组合权重的终端管制运行质量评价

Evaluation of terminal control operation quality based on entropy combined weight

终端区处在进离场航线交汇处,易导致空中交通拥堵.为了客观准确地评价终端区管制运行质量,针对空中交通服务的特点,建立空中交通管制服务质量评估指标体系.对其中指标进行标准化处理,得到规范化判断矩阵.通过最小相对信息熵原理对主客观权重进行组合.使用灰色关联度和逼近理想解的随终端区管制服务质量进行评价,评价结果能够有效地反映管制服务的服务质量,从定量分析的角度为空管服务质量管理提供了参考依据.

The terminal area is at the intersection of the departure route, which is easy tolead to traffic congestion. In order to objectively and accurately evaluate the control operationquality of terminal area, taking terminal area as the research object, the terminal control op-eration quality evaluation index system was established. The combination weight of each in-dex was calculated with the principle of minimum relative information entropy. The grey cor-relation analysisand technique for order preference by similarity to ideal solution （TOPSIS）method was used to construct a grey ideal value approximation model to assess temfinal con-trol operation quality. The evaluation result was compared with grey correlation analysis meth-od to verify the rationality of the method, and provided the basis for the optimization and con-trol of air traffic control operation quality.
