利比里亚维和任务区警察执法能力建设研究

Research on Law Enforcement Capacity Building in Liberia Peacekeeping Mission Area

当前,中国与利比里亚已正式确立全面合作伙伴关系,中利关系进入历史最好时期。中国政府2003年首次向利比里亚维和任务区派遣维和警队,为利比里亚的和平进程及该国警察执法能力建设做出了突出贡献。在对利比里亚国家政治形势、警察执法能力现状与需求等进行分析的基础上,提出应持续加强各级部门的协同配合,打造具有中国特色的维和培训品牌,强化培训效果的跟踪与调查,以进一步提升维和任务区警察执法能力建设水平,不断增强中国维和警队在联合国维和任务区的影响力和话语权。

Nowadays China and Liberia have formally established a comprehensive cooperative partnership. China-Liberia relations have entered the best period in history. In 2003, for the first time, the Chinese Government dis- patehed a peaeekeeping poliee foree to UNMIL （United Nations Mission in Liberia） , whieh made outstanding eontri-butions to the peace process in Liberia and to the capacity-building of the country s police in law enforcement. This paper analyzes the political situation and the current status and needs of police law enforcement capacity of Liberia. The paper also contends efforts shall be made to strengthen cooperation at all levels to build a peacekeeping training with Chinese characteristics and enhance the survey of training effectiveness, further promote the level of police law enforcement capacity-building in peacekeeping missions and continue to increase the influence and discursive power of Chinese peacekeeping police force in UN peacekeeping missions.
