The Constituents in the Capacity to Withstand War and Its Structural Optimization

本文通过界定战争承受能力的概念,探讨其内涵;分析支撑承受能力的稳定性要素、频发的周期性要素和相对的差异性要素,将这些要素归纳、类比,进而把握其中的内在联系。在明晰特性的基础上,以＂动员＂为考察对象,指出提升战争承受能力的途径;以合理化和高级化的两个递进层面,剖析承受能力结构的优化方向。最后,从系统的角度,用层次分析法探索评估战争承受能力的可行性。

This paper defines the concept of capacity to withstand war and its meaning,analyzes the stabilizing factor in support of the capacity to withstand war, the frequently occurring cyclical factors and the relative differences in the constituents, all of which are generalized and analogized in an effort to grasp its intrinsic link. Based on the clarity of characteristics,taking the ＂ mobilization＂ as the object,this paper posited ways to enhance the capacity to withstand war. Then with two progressive levels of rationalization and advancement,it analyzes the direction of optimizing the structure of the capacity to withstand war. Finally,from the perspective of the system,this paper uses AHP to explore the feasibility of assessing the capacity to withstand war.
