台湾地区军政关系之演变——对国民党军中党部的分析

The Evolution of Taiwan＇s Civil-Military Relations——An Analysis of the KMT Party Group within the Military

军政关系是政治学的重要议题之一,可以从两个视角进行研究,一是文官统治的程度,二是军人干政的程度,实际上,这不过是一体之两面。台湾地区的军政关系之演变,基本上表现为从威权统治时期的党军关系（甚至是党内关系）到民主化以来的政府军队关系。本文关注国民党军中党部的变化,初步描述了台湾地区军政关系的演变及其路径。

Civil-military relation is one of the most important issues in political science.We can analyze it from two perspectives,i.e.from the degree of civilian control,and from the extent of the military intervention in the civil governance.Of course this explanation is just like one coin with two sides.Taiwan＇s civil-military relation can be understood as evoling from Party-Military relation（more similar to intra-party relation） during authoritarian era to the civil-military relation since the third wave of democratization.This article focuses on the change of the Kuomintang party group within its military,and presents a preliminary analysis of the evolution of the military-political relation and its path.
