Problems and Suggestions on Performance Evaluation of Military Hospitals

基于军队医院绩效评价的背景及存在的普遍性问题,拟从内容设置、组织管理、信息支撑、结果应用四方面提出建议,通过完善指标内容、引入管理工具、科学确定权重来优化服务保障绩效评价内容,通过明确组织管理机构、完善工作实施方案、建立长效运行机制来规范服务保障绩效评价的组织管理,通过统一数据标准、建设支撑平台、拓展采集渠道来巩固服务保障绩效评价的信息基础,通过制定统筹方案、完善沟通体系、明确激励措施来推进服务保障绩效评价的结果应用。

Based on the background and existing problems of performance evaluation in military hospitals,this paper put forward suggestions from four aspects： content setting, organization and management, information support, and application of results. It could optimize the support performance content of evaluation through the im-provement of content, introduction of management tools, and scientific determination of weights. It could standard-ize the organization and management of service performance evaluation by clearing the organization and manage-ment, improving the implementation of the program, and the establishment of long-term operational mechanism. It could consolidate the information foundation for service performance evaluation by unifying data standards, building support platforms, and expanding acquisition channels. And it could promote the application of service performance evaluation through the formulation of overall plans, the improvement of the communication system, and the identifi-cation of incentive measures.
