摘要
本文介绍了区域管制中心接管的历程,针对我国现阶段区域管制存在的诸多问题,提出高空管制下限调整的必要性,并依据《民用航空空中交通流量管理运行指导材料》中国际民航组织推荐的获取区域管制扇区容量方法,建立扇区容量评估模型,同时以北京区域管制中心为例,分析高空管制下限调整前后扇区饱和度的变化,对于减轻管制员工作负荷,保证航班安全有序运行,保证空域更灵活使用有重要意义。
This paper introduces the course of the takeover of the regional control center, and aiming at problems in the regional control at the present stage in China, puts forward the necessity of adjusting the lower limit of the high altitude control. According to the method of obtaining the area control sector capacity recommended by the civil aviation air traffic flow management guidance material, the International Civil Aviation Organization (ICAO) in the air traffic flow management guidance material, the sector capacity evaluation is set up. The value of sector capacity is calculated. At the same time, taking Beijing regional control center as an example, the changes of sector saturation before and after the adjustment of the lower limit of control are analyzed, which is of great significance to reduce the workload of controllers, ensure the safe and orderly operation of flights, and ensure more flexible use of airspace.
