以监管改革为契机 力争将消保职能提升为行为监管新角色

摘要 目前,我国对金融行业的行为监管还存在明显的短板,银行业消费者权益保护工作也仍处于起步阶段,经验能力水平与监管资源配置均显不足。现阶段,尤其是国际上对侵害消费者合法权益的违规行为逐渐形成“零容忍”态度的情况下,增强我国以规范秩序为主的行为监管建设已迫在眉睫。 At present there are still obvious shortcomings in the supervision of the financial industry in China. The protection of consumer rights and interests in the banking industry is still in their infancywith both the regulatory experience and the allocation of regulatory resources being inadequate. At this stage, especially in the case of the international "zero tolerance" attitude towards violations of consumers 'legitimate rights and interests', it is imminent to strengthen the supervision and management of normative and orderly behavior.
