摘要
融资难、融资贵的问题阻碍着科技型中小微企业的发展。以重庆市科技金融服务体系建设为例,从区域视角分析科技金融服务发展现状、科技金融服务联动机制探索及其存在的问题。着重从政府引导与市场化运作相结合角度,提出市区联动、部门联动、金融主体联动、企业主体联动的科技金融服务联动机制构建框架;从科技金融联动综合服务平台搭建、企业信用库建设、风险资金池组建、基金规模扩大、模式创新与监管及科技金融人才培育等方面,有针对性提出进一步完善机制框架构建的政策建议。
Difficult and expensive financing is hindering the development of small and medium-sized science and technology enterprises. Taking the construction of sci-tech financial service system in Chongqing as an example, this paper analyzes the present situation of sci-tech financial service development from a regional perspective, explores the linkage mechanism of sci-tech financial service and its existing problems. From the angle of combination of government guidance and market-oriented operation, this paper puts forward the framework of the scientific and technological financial service linkage mechanism of urban area linkage, department linkage, financial subject linkage and enterprise main body interaction; from the aspects of construction of the integrated service platform for linkage of science, technology and finance, construction of enterprise credit bank, e^tablishment of venture capital pool, expansion of fund scale, innovation and supervision of mode and cultivation of scientific and technological financial personnel, etc, this paper puts forward some policy suggestions to further improve the construction of mechanism framework.
