基于利益相关者理论的高校科技成果转化机制研究

Research on the Transformation Mechanism of Scientific and Technological Achievements in Universities Based on Stakeholder Theory

以高校科技成果为研究载体,研究知识扩散和科技成果转化的相关机制,以期助力我国创新驱动发展战略落实落地。首先,基于利益相关者理论,对高校科技成果转化的外部与内部利益相关群体进行识别,考察各个利益相关主体在高校科技成果转化中的定位与作用。其次,从科技成果转化的制度环境因素、高校外部利益相关者的中介服务因素以及高校内部利益相关者因素三方面,分析利益相关者对高校科技成果转化的影响。最后,从完善法律实施的配套措施、完善高校科技成果转化服务体系以及加快健全技术市场和服务中介服务体系三层面给出促进高校科技成果转化的政策建议。

This paper takes the scientific and technological achievements of colleges and universities as the research carrier, and studies the relevant mechanisms of knowledge diffusion and transformation of scientific and technological achievements, in order to help our country implement the strategy of innovation-driven development. Firstly, based on the theory of stakeholders, this paper identifies the external and intemal interest groups in the transformation of scientific and technological achievements in colleges and universities, and examines the orientation and role of the various stakeholders in the transformation of scientific and technological achievements in colleges and universities. Secondly, it analyzes the influence of the stakeholders on the transformation of scientific and technological achievements from three aspects： the institutional environmental factors of the transformation of scientific and technological achievements, the intermediary service factors of the external stakeholders in colleges and universities, and the internal factors of the stakeholders in colleges and universities. Finally, from the aspects of perfecting supporting measures of implementing the law, perfecting service system of scientific and technological achievements transformation in colleges and universities, and speeding up improvement of the technology market and the service intermediary service system, some policy suggestions are given to promote the transformation of scientific and technological achievements in colleges and universities.
