Integrated Management of Major Talent Project Under the View of Modern Project Management

实施重大人才项目是聚才用才的重要抓手。管理机制不健全是当前我国重大人才项目面临的重要问题。基于现代项目管理理论视角,总结发达国家的管理经验,从全生命周期管理、全方位管理、全要素管理、全过程管理4个方面,构建基于全生命周期的重大人才项目集成化管理模式,提出保障重大人才项目集成化管理模式实施的组织管理、合同管理、风险管理、信息管理4项保障措施,设计以目标管理为基准的重大人才项目集成化管理模式的构建流程;并基于项目集成管理成熟度与战略目标耦合度,提出重大人才项目集成化管理实施效果的4种类型。

The implementation of major talent projects is an important grasp of gathering and using talents. Management mechanism is not perfect is the important problem that the major talent project of China faces at present. Based on the theory of modem project management, this paper summarizes the management experience of developed countries, from four aspects of whole life cycle management, omnidirectional management, full factor management and whole process management, constructs the integrated management mode of major talent projects based on the whole life cycle, puts forward four guarantee measures, such as organization management, contract management, risk management and information management, which can ensure the implementation of integrated management mode of major talent projects, and designs the construction process of integrated management mode of major talent project based on target management. At the same time, based on the maturity degree of project integrated management and the coupling degree of strategic goal, four types of implementation effect of integrated management of major talents project are put forward.
