军地协同机制建设的困境与出路——基于中国(绵阳)科技城实践的思考

Dilemma and Solutions in the Construction of Military-Local Synergy Mechanism——Based on the Practice of China( Mianyang) Science and Technology City

军地协同机制由目标、要素、结构和规则构成,能够协调、整合、激活军地资源,实现稳定有序的军民深度融合。按照新时代军民融合发展的新要求,结合中国(绵阳)科技城的实践,现有的军地协同机制运行效果并不理想,目标实现能力有限,主导方相对封闭,结构较为复杂,运行规则不健全。推进军地协同机制的完善,应借助军民融合上升为国家战略的机遇,优化军地资源配置,激发微观主体积极性,简化工作运行体系,建立衔接配套的制度和政策,实现军地统筹双重目标。

Military-local synergy mechanism is composed of objectives, elements, structures and rules, which can coordinate, integrate and stimulate military andlocal resources and achieve the deep integration between military and civilian. In accordance with the new requirements of the new era of military and civilian integration, Combined with practice of China （ Mian- yang） Science and Technology city, the existing military -local synergy mechanism is not effective, it＇s ability to achieve goals is weak, it＇s subjects are more closed to each other, it＇s structure is more completed, it＇s operating rules is not sound. In order to improve the synergy mechanism , we should seize the opportunity to upgrade military-civilian integration into a top-level national strategy, optimize resource allocation, stimulate the enthusiasm of micro subjects, simplify the operating system, and set up systems and policies to link up with each other, to achieve the dual objectives of military and local.
