结合历史案例阐述住房公积金操作风险的现状和成因,运用主成分分析法,综合资金贪腐度、制度透明度、人员满意度和监管需求度对公积金操作风险进行公众认知测评,实证探讨了管理方式、管委会职责、成员构成和资金账户公众了解度对公积金操作风险的影响,结果表明:资金贪腐、制度透明、人员构成和监管力度影响了公积金操作风险公众认知。为此,需要创新管理方式,明晰管委会职责,优化管委会成员,强化账户管理,防控公积金操作风险。

This paper expounds the present situation and causes of the operational risk of housing provident fund, using principal component analysis, synthesizing the degree of corruption of funds, transparency of the system, the degree of satisfaction and supervision needs of the public to assess the operational risk of provident fund. The paper discusses the influence of management mode, responsibility of management committee, composition of members and public understanding of fund account on the operational risk of provident fund. The results show that funds corruption, transparent system, personnel composition and supervision influence the public perception of the operational risk of provident fund. Therefore, it is necessary to innovate the management mode, clarify the responsibilities of the management committee, optimize the members of the management committee, strengthen the account management, and prevent and control the housing provident fund operational risk.
