近年来，中国节水设备制造企业联盟蓬勃发展，由于传统的联盟合作协议，容易诱发机会主义倾向，联盟稳定性差。通过对节水设备制造企业联盟合作前后利润分析，构建了节水设备制造企业联盟合作效应模型。通过对企业违反联盟协议的最大利润计算，得出银行履约保函的最低保障金额，引入保障系数，构建了银行履约保函金额计算模型。通过算例仿真，得出在银行履约保函制度下，各企业遵守联盟获得的收益最大。
