Study on Xi Jinping’s Rural Revitalization Thought on Socialism with Chinese Characteristics in the New Era

习近平乡村振兴思想,是立足于或基于“三农”,而又不仅限于“三农”或宽于“三农”。当前,由于人们的习惯思维或部门思维,自觉不自觉地将乡村振兴战略“做小”了,仅仅拘泥于“三农”工作范围。习近平乡村振兴思想的主要内容应该是工农互促、城乡互补、全面融合、共同繁荣的新型工农城乡关系思想。乡村振兴、乡村振兴战略、乡村振兴战略实施是三个既有联系,又不相同的概念。乡村振兴主要是物理空间概念的乡村（1）,主要指建制村;乡村振兴战略主要指物理空间概念乡村的建设要求,即十九大提出的20个字的总要求;乡村振兴战略实施主要是新型工农城乡关系的建设,最起码包括建制村、与建制村临近的中小城市和小城镇城区镇区、城乡融合发展的体制机制和政策体系三方面内容。中国已进入工业化和城镇化的中后期,认真学习和主动贯彻习近平新时代中国特色社会主义乡村振兴思想,对促进我国城乡协调平衡发展极其重要,意义重大。

Xi Jinping＇s rural revitalization thought is based on ＂agriculture, countryside and farmers＂ but is also not limited and wider than the above ＂three rural issues＂. At present, due to people＇s habitual thinking or departmental thinking, they consciously or unconsciously make changes on rural revitalization strategies and are only concerned with the ＂three rural issues＂. The main content of Xi Jinping＇s rural revitalization thought should be the new urban and rural relationship of interaction, complementarity, comprehensive integration, and common prosperity between urban and rural areas. Rural revitalization, rural revitalization strategy, and rural revitalization strategy implementation are three concepts that are both related and not identical. Rural revitalization is the concept of villages construction- rural revitalization strategy mainly refers to the construction requirements to village, which is the 20-character general requirements proposed on the 19th National Congress- the implementation of rural revitalization strategy is mainly about construction of new urban-rural relationship, at least includes three aspects of villages, small and medium-sized cities near the villages, the Institutional mechanisms and policy systems for integration of urban and rural areas. China has entered the middle and late stages of industrialization and urbanization, whichmeans it is extremely important to study and implement Xi Jinpings rural revitalization thought on socialism with Chinese characteristics in the new era for promoting coordinated development of urban and rural areas in China.
