习近平新时代科技创新思想研究(下)

Research on Xi Jinping’s New Thoughts on Scientific Innovation in the New Era(Part Ⅱ)

党的十八大以来,习近平从全球视野和我国发展的历史新方位深刻阐述了关于科技创新的理论与实践的一系列问题,深化了对科技创新发展规律、科技管理规律、人才成长规律的认识,形成了习近平科技创新思想。从政治经济学的角度看,习近平科技创新思想是发展与创新中国特色社会主义政治经济学思想的重要内容,并有力地开拓了中国特色社会主义政治经济学新境界,对我国实现创新型国家以及加快现代化建设步伐有着举足轻重的时代指导意义。笔者从十个方面初步梳理和探讨了习近平科技创新的原创性思想,并将这十个部分分为上下两篇加以论述。前五个方面已登载,本文着重分析后五个部分,即人才是科技创新的第一资源思想、深化科技体制改革思想、科技创新全面保护思想、注重经济发展三个规律协调思想和科技创新的国际合作和国际斗争思想。

Since the 18th National Congress of Chinese Communist Party, Xi Jin-ping has profoundly elaborated on a series of issues concerning the theories and practices of technological innovation with a global vision and with considerations on the new historical role of technological innovation. With further study on Law of scientific and technological innovation development, Law of science and technology management and Law of development of talents, Xi Jinping＇s thoughts＂ on technological innovation took shape. If taken from the perspective of political economy, Xi Jinping＇s thoughts＂ on technological innovation is undoubtedly a significant part for development and innovation on Socialist political and economic thoughts with Chinese characteristics, convincingly opening up a new frontier for Socialist political and economic thoughts with Chinese characteristics, playing an indispensable role in guiding for construction of an innovative nation and acceleration of the pace of modernization. The author primarily summed up Xi Jinpings original thoughts on technological innovation and divided the discussion into two essays（Part I and Part 1-[ ）. The first five sections included in last essay（Part I ）has been published in the last issue of this journal. This essay is mainly focused on the latter five sections, namely, talents as the first resources for technological innovation, thoughts on further reform on scientific and technological system, thoughts on comprehensive protection for technological innovation, focus on coordination of three laws for economic development and thoughts on international cooperation and fight in technological innovation.
