摘要
参与式规划注重各参与主体间的相互学习,需要充分授权并通过构建合作伙伴关系以形成合力,其实施强调公众参与的PPP模式。论文在对智慧城市建设过程进行解构和对参与主体类型进行划分的基础上,梳理参与式治理模式,并重点研究聚焦于智慧城市的规划设计与开发实施两个阶段。
Participatory planning focuses on mutual learning among the participants, which requires full authorization and establishment of cooperative partnership to form synergy, and it implements PPP mode which emphasizes public participation. Based on the deconstruction of construction process of smart city and the classification of types of participants, this paper combs participatory governance model, and focuses on the two stages of planning, development and implementation of smart city.
