摘要 在对近 10年电力基建安全事故发生的原因进行分析的基础上 ,认为在目前条件下 ,完全依靠安全技术措施的落实的可靠性和人的可靠性 ,还不足以完全杜绝事故 ,而直接影响安全技术系统可靠性和人的可靠性的组织管理因素 ,已成为安全事故是否发生的最深层的原因。要改变当前的安全状况 ,提高广东省电力建设行业的安全管理水平 ,最大限度地减少伤亡损失 ,推行职业安全卫生管理体系 (OHSMS)认证工作是最有效的办法。介绍了OHSMS的产生及广东省广电集团公司直属施工企业开展OHSMS认证工作的情况 。 Based on the analysis of reasons of safety accidents occurred in the electric construction during recent 10 years, the article reckons that at current conditions, it could not absolutely forbidden the safety accident by the way of practice of implementation of safety technical measures as well as peoples safety awareness. Its believed that the overall organization mechanism that directly takes effect on the reliability of safety technical system and persons safety is becoming the key reason to avoid or occur the safety accidents. In order to improve current safety status, promote the safety management level in Provincial Electric Construction Enterprises and reduce the wound and dead accident to the least, the occupational health and safety management system(OHSMS) certificate authorization should be enforced. Meanwhile,the article introduces the progress of OHSMS authorization which made by GPG and its affiliates, reinforces the reasons and goodness of carrying out professional safety and health management.
