从建设项目投资角度出发,分析各专业工程的竣工验收模式,通过明确建设项目投资主体,确认建设项目验收主体,进而区别不同情况明确了铁路建设项目的竣工验收模式,为铁路建设项目验收工作的研究提供了一个新视角。
