社会公共安全治理多主体有效协同的障碍与对策——以启东“7·28反排污项目”事件为例

随着风险社会时代的到来,社会公共安全形势日益复杂多变,社会公共安全事件的多发性、破坏性、复杂性与政府治理能力有限性之间的矛盾,决定了当前以政府单一主体为主、分灾种、分部门、条块分割的治理模式难以为继。因此,需要积极协同治理以力图建构一种多元社会主体有效协同的治理模式。但社会公共安全领域所积聚的诸多矛盾造成了创新发展中的现实困境,这就迫切需要从目标协同、信息协同、组织协同等方面寻求有效的建构路径,以促进社会公共安全协同治理的实现。

With the arrival of the era of risk society, the social public security situation is increasingly complex, the contradiction between the multiple damage, complexity social public security events and governance capability of determines the single subject, hazard, division, fragmentation of the governance model diffi cult to continue. Therefore, it is necessary to actively construct collaborative governance in an eff ort to construct a governance model of effective coordination among multiple social agents. But many contradictions accumulated in the fi eld of social public security poses a dilemma in innovation and development, there is an urgent need from the target cooperation, information cooperation, organization collaboration and other aspects of seeking the path to construct eff ective, in order to promote the realization of social public security cooperative governance.
