县域公共文化服务效率演进动因研判:来自图书馆的例证

The Motivation of the evolution of Public Cultural Service efficiency in the County:An Example from the Library

文章以县级图书馆为例探讨县域公共文化服务效率演进的内外动因,运用Malmquist和DEA-Tobit模型实证分析发现:2012—2016年,技术进步正在成为效率发展最主要内部动因,资源配置效率和规模效率对服务效率的贡献则逐步减弱;地区居民受教育程度、高层级财政分权与地区文化产业发展,对推动县级图书馆服务效率提升有显著的外部促进作用,而人均GDP和低层级财政分权对效率的影响尚不能确定;受两种城镇化模式发展不同步、不协调影响,县域内人口集中度对县级图书馆服务效率具有显著负面影响。

Taking county libraries as an example, this paper discusses the internal and external motivations of the evolution of county public cultural service efficiency. It uses Malmquist and DEA-Tobit models to find that from 2012 to 2016 Technology is becoming the most impovtant internal motivation for effciency development, the contribution of resource allocation effciency and scale effciency to the service effciency is gradually decreased; Residents’ education level, high-level fscal decentralization and regional cultural industry development have a signifcant external promotvon effect on promoting the efficiency of county-level library services, the per capita GDP and low-level fiscal decentralization on effciency is still uncertain; By the two modes of urbanization development are not synchronized, the coordination effect, the county population to increase the degree of concentration has signifcant negative effect on the effciency of Library services.
