民国初建,为避免藏独分裂,袁世凯政府以"五族共和"为旗帜,通过军事与外交的努力,加强对西藏的管控和治理。袁世凯政府的治藏政策随其个人的私欲和时代变革而变化,治藏危机不断出现,屡次的外交努力均未取得实质性成果。"弱国无外交"是袁世凯政府难以走出的外交困局。任何分裂国家的言行都将受到历史和人民的审判。

At the beginning of the Republic of China, in order to avoid the secession of Tibet, Yuan Shikai＇s government strengthened the control and management of Tibet by military and diplomatic efforts under the banner of ＂Unity of Five Nationalities＂. The Tibetan policy of Yuan Shikai＇s government changed with his personal desires and shift of times. The crises of Tibet constantly appeared, but no substantial achievements were made in the diplomatic efforts. ＂No diplomacy for a weak state＂ was the diplomatic dilemma that Yuan Shikai＇ s government could not get out of. Any words and deeds of dividing the country will be judged by history and the people.
