随着全球化、信息化时代的到来,以及改革开放和社会主义市场经济建设的逐步深入,中国正在经历一个前所未有的机遇与挑战并存的发展时期。在社会各领域、各方面取得重大成就的同时,社会生活的深层次矛盾也渐渐浮出水面,甚至频繁地出现各种激烈的社会冲突。

It is necessary and urgent to do the research concerning morality and behavior norms of public officials.At present,the moral construction in public field is facing lots of challenges.One of the important reasons lies in the profound change in this field brought by the change of time and social life.With the coming of information era and the full development of new-media,during the reform and open-up period and the process of socialistic market economic construction,the new situation and historical task requires public officials to change the working ideas,and the way of thought,as well as the style of working as soon as possible.
