The Social Value and Practical Dilemma of Solving the Problem of Poverty Caused by Disease under the New Situation

本研究立足新形势和精准扶贫新要求,指出摆脱贫困是国际社会的共同使命与全面建成小康社会的艰巨任务,解决"因病致贫、因病返贫"更是决胜精准扶贫工作的重点。研究认为,导致农村"因病致贫"问题的四大根本因素是当前破解"因病致贫、因病返贫"问题的现实困境与难点所在,包括制度建设相对完善,但保障落实相对不足;帮扶资源分散、程序繁琐、职责不清、协调不足;贫困地区基本医疗服务可及性差;末梢治理,补救不及等。

Based on the new situation and the new requirements of precise poverty alleviation, this study points out that getting rid of poverty is the common mission of the international community and the arduous task of building a well-off society in an all-round way. According to the study, the four fundamental factors leading to poverty caused by illness in rural areas include relatively perfect system construction, but relatively inadequate implementation of security; scattered resources, cumbersome procedures, unclear responsibilities, and inadequate coordination; poor access to basic medical services in poor areas; and inefficient remedies for peripheral treatment.
