The influx of refugees from the Syrian civil war has the characteristics of large quantity,high mobility and high stability.Refugees to Europe have a huge impact on the social stability of Europe and lead to a significant change in the political environment of the EU：Germany occupied the commanding heights of the humanitarian and further its leadership position in the European Union;the United Kingdom’s wait-and-see attitude reduces its international reputation;France is willing to act as a＂supporting role＂;the central and East European countries resisted delaying the EU integration process in the immigration and refugee policy;the political turn right.The current European urgency is to find solutions to the refugee crisis,including the involvement of Syria to stop the civil war,the EU member states collaborative governance,helping refugees in host countries to better integrate into society.
